He holds an Executive MBA, a BCom in Information Systems, a Diploma in Managerial Finance, and professional certifications including PMP (Project Management Professional), CISA (Certified Information Systems Auditor), and MFMA, underscoring his academic and professional excellence in ICT governance, cybersecurity, and financial oversight. Lastly, he is currently a DBA candidate pursuing his Doctoral studies with the research topic “Revitalizing South Africa’s Gas-to-Liquids Industry: A Strategic framework for Resuscitating the Mossel Bay GTL Refinery Using AI and Geoscience Innovation”.

Currently serving as a senior ICT executive at Petro SA, Mr. Stuurman plays a central role in enhancing enterprise-wide information systems, improving operational efficiency, and ensuring robust cybersecurity resilience. Previously, he served with distinction as the Head of Information Technology at Buffalo City Metropolitan Municipality for nearly seven years, where he led complex infrastructure modernization projects and drove digital transformation to improve service delivery.

During his tenure as Acting Group CIO at Central Energy Fund (CEF), Mr. Stuurman spearheaded a strategic IT overhaul that significantly improved system uptimes and achieved measurable cost savings.
